Abstract: This report describes how the National Institute of Economic Research (NIER) reaches its fiscal policy assessments, in regard to the trade-off between the goal of stabilization and targets for public finances, for example. Also provided in the report is a theoretical and empirical review of the literature on fiscal policy.
