Abstract: Cost-effectiveness analysis involves calculating the incremental cost per quality-adjusted life year (QALY) gained. The maximum acceptable cost per QALY is commonly referred to as the threshold value. The threshold value thus provides an indication of what is considered acceptable by the authority or organization responsible for assessing the value of the new medical technology.
This report provides an overview of the threshold value, what it is, how it can be estimated, and the questions it is intended to answer. The threshold value is closely linked to the principles of value-based pricing (VBP) that we use in Sweden.
The report proposes raising the TLV’s threshold values from an average of approximately 870,000 SEK to 1.3 million SEK for innovative patented medicines.
